Germany Student Visa from Pakistan: Blocked Account & Process (2026)

  • Updated June 2026
  • For applicants from Pakistan

Germany’s tuition-free public universities make it one of the most cost-effective study destinations for Pakistani students, but the visa process has several Pakistan-specific steps — document attestation through HEC and MOFA, the blocked account, and booking at the German Embassy in Islamabad — that are worth understanding before you start.

The blocked account: the single biggest financial requirement

Almost every non-EU student needs a blocked account (Sperrkonto) to prove you can support yourself. For 2026, the requirement is €11,904 for the year, released to you in equal monthly instalments of about €992 once you’ve arrived and enrolled — you cannot withdraw the full sum at once. In practice, plan to wire slightly more than €11,904 (many students send €12,000–€12,100) to absorb the provider’s setup fee and international transfer charges, which can otherwise leave you short of the required balance.

The most commonly used providers for opening a blocked account from Pakistan are Expatrio and Fintiba, both approved by the German Federal Foreign Office and built for online setup from abroad. Open the account at least 6–8 weeks before your embassy appointment — the confirmation letter from the provider is a required document, and processing it takes time on its own.

If you have a partial scholarship, it usually isn’t enough on its own; most students combine it with a reduced blocked-account deposit or a formal Verpflichtungserklärung (letter of commitment from a German resident) to cover the shortfall.

Document attestation: HEC and MOFA

Pakistani applicants need their academic documents attested through two bodies before the German mission will accept them:

  • Higher Education Commission (HEC) attestation of your degrees and transcripts.
  • Ministry of Foreign Affairs (MOFA) attestation, which is required for documents to be recognised internationally.

Budget real time for this — attestation queues move slower than most students expect, and it’s a common reason applications stall. Your university admission letter and proof of English or German language ability (IELTS/TOEFL for English-taught programs, or Goethe-Institut/ÖSD certificates for German-taught ones) round out the academic file.

Where Pakistani applicants apply

Long-stay student visa applications are processed through the German Embassy in Islamabad or, depending on your region, an associated visa application centre. Start your application through Germany’s online Consular Services Portal (digital.diplo.de), then book your in-person biometrics and document appointment once your file is complete.

Health insurance

Germany requires proof of health insurance for the full duration of your stay. If you’re under 30 at enrollment, public student insurance (through providers like TK, Barmer, or AOK) typically runs €120–€160/month; travel/incoming insurance is usually required to bridge the gap before your public coverage starts.

Step-by-step summary

  1. Secure university admission and confirm your course is recognised.
  2. Open a blocked account (Expatrio or Fintiba) with €11,904+ and get the confirmation letter.
  3. Get degrees and transcripts attested through HEC, then MOFA.
  4. Arrange health insurance for arrival.
  5. Submit your application via the Consular Services Portal and book your Islamabad appointment.
  6. Attend biometrics/interview, then wait for a decision — consular processing commonly runs several weeks to a few months, so apply as early as your admission letter allows.

APS certificate requirements (a credential-check step mandatory for applicants from India, China, and Vietnam) do not appear to apply to Pakistani applicants based on current guidance, but confirm this directly with the German Embassy Islamabad or the Consular Services Portal before you budget for it, since mission-specific rules occasionally differ.
